Just going with the 17 or 25 numbers will not work, they can be ordered from the turbo manufacturer with various inlet and exhaust diameters, vane pitches, wastegate options, etc. I'm saying more than I know, but the point is you will need to choose a rebuilt unit made for your specific car. From my quick research, it appears that the turbo you want is the Mitsubishi TD04HL-15T, which is the same as what is used in the Viggen and many 9-5 models. If you plan to do the work yourself, then a turbo sourced from Goldwing Saab would be a good place to start. FYI, comparing the Mitsubishi TD04HL-15T rebuilt units on eBay vs. eEuroparts leads me to believe they are not the same.
The $700 and $400 don't seem out of line since a new unit is about $1000 and $400 for the work is pretty good considering all the possible things that could go wrong for the mechanic. Rusted/broken bolts, etc. Did that price include any kind of warranty from the shop??
