I believe the wire in question is a "hot" 12V line. They probably recommend cutting it in the official TSB so that you don't short the battery if the dangling plug gets wet or something. But its silly to rip apart the console to do this.
1. Remove onstar modules and bracket.
2. Remove the additional little "X" shaped wire harness that the joins the modules to the vehicle wiring.
3. Get some automotive grade electrical tape and tape up each of the connectors.
4. Fold each cable back on itself,so that the cable makes a "J" with the connector facing back towards the front of the car where the wire comes from.
5. Wrap up the "J" with additional electrical tape (spiral wrap it) so that the dangling connector is completely covered and secured back against its own cable.
This is what I did, and it you make sure everything is well wrapped it will be just as professional and there should be no problems with shorting.
