I'll give you fairly good odds it's the tank sensor. There are two parts: a magnet on a float inside the tank and a reed-switch embedded in plastic outside the tank. The most common failure is that the float inside the tank gets dirty and doesn't move like it should.
To clean it, remove the tank (one screw, a couple hoses, and one connector). Plug the hoses to keep the fluid from draining out of the car.
Once you have it out, you'll need to us a combination of water pressure, long q-tips, rags on hangers, log hose pliers with rags in them, etc, and clean out all the goo around the sensor. You might want to look at the bottom of the tank and clean out the accumulated scum in the bottom too. Some of it is inside the chambers and you will have to get creative about getting it all out.. but the float cleaning is the key to the sensor issue.
Flush the tank with clean water when done. Reinstall. Fill. If it still has issues, they you need the reed switch. You can't buy the switch and the tank is expensive, but you can get a used tank at the junkyard.
