You can take the valve cover off and check the timing easily enough - crank the pulley around to match the lower mark then check to see that the 2 notches in the upper cams are close to the marks also - did you remove the timing at all? When I did the head I just turned to TDC, then removed the screw in spring loaded tensioner, then removed the cam gears - putting them back on involves putting the exhaust on tight first (don't let the crank turn) then the intake tight to the exhaust - then insert the tensioner. Then you let it crank over with the fuel injector relay removed so you can test the marks.
From what you've said about the vacuum hoses though I'd suspect you have a massive air leak or the crank sensor isn't hooked up keeping it from starting. Both times I replaced my head it fired right up (I put oil on the head so it smoked for a second) and rattles while the lifters pump back up (manually pump them first of course) -
