If you look around the trim toward the inside of the wheel well, you can see the weld. There is a metal lip all around the wheel well. It looks like it can start to rust from the inside for if you were to remove the trim piece (careful, unless you pull it out straight with some devised tool, you'll break off the tabs) there are two holes. Those holes don't poke through to the other side which means that that part is a hollow interior area. If moisture gets in there, I guess it's somewhat stagnant. I think they best thing to do is to either remove the trim piece and spray some Rust Check inside, or drill a hole somewhere there (small hole, prime and paint the exposed metal you *don't* want to create more rust) and have an access hole to spray some stuff in there. Also, I think over the years the paint itself begins to crack at the weld due to the body flex. Therefore, one should also (like I did successfully on one side, unfortunately only one) paint it if possible, if rust is forming. Lastly, inspect that general area from within the wheel well to see if it's rusting too.
On that topic, keep an eye out on the rear shock towers.
