The seals usually start leaking because the bushings are worn and the shaft is wobbling. Sounds like its time to replace the turbo.
For the price of a rebuilt unit, you can get a new CHRA (the rotating bit in the middle) and just use your existing housings. That was my approach to the problem. There really isn't much more labor involved in taking the turbo apart after you have it out of the car. I paid $360 (I think) for the CHRA.
