When something is staked in place, it generally just means they deformed the material around it to hold it in. The stakes aren't separate pieces, so you do need to grind them away where they are holding the bearing.
For reinstalling the new bearing, I've read that most people just re-stake it the same way. I'd use a decent-sized punch and position the new stakes in between the old ones. There are some other options, like Loctite bearing mount adhesive (NOT the same as threadlocker!), but staking sounds easiest.
I'll be finishing up this job over the weekend, so thanks for the ideas for getting the pulley off.
