I just replaced my cigarette bulb this past weekend. It took me a while to figure it out, but I pulled to little shelf next the cigarette lighter. This allowed access to the wires behind. Pull the two (2) wires off. The central metal piece of the cigarette lighter comes out first. I just stuck my finger in the socket and pushed from behind with my other hand. Once the metal piece is out the plastic ring can be pulled out. There are two small tabs that you can press from behind the dash to help release it. The bulb housing needs to be pried off the white ring, use care not to break the tabs that hold it on. Probably need a small flat head screw driver to get it off. The green holder is then pulled off to get to the bulb. I needed my wife to hold onto the green part as I used a pair of pliers and small screw driver to pull the bulb out. The green cover on the bulb is a thin piece of plastic; roll the cover off the old bulb onto the new one. When I searched the board some people tore the bulb cover so take your time.
I have not had to replace the bulbs in my CD/Radio so I don't know how to access them. I would expect you need to pull the radio out of the dash and then you can take the cover off the unit to get to the bulbs.
