Yes the fuel around the pump cools it. Running out of gas is bad for the fuel pump, my father asked his mechanic why he thought the fuel pumps failed on Saabs and he said he believed it was because people would run there cars down on gas before filling up and this would stress the fuel pump causing it to fail. The mechanic also said people who kept their fuel tanks half full had fewer fuel pump problems. Not worth it to risk a fuel pump.
