When the engine is running, the fuel pump is constantly pumping fuel. So, any air in the filter should have been purged back into the fuel tank in a matter of seconds.

Now, the problem could be that when the old filter was replaced, small bits of the old filter seal made their way into the fuel line and are blocking the fuel pressure regulator (FPR) so that it doesn't hold pressure. One of the tricks in the past has been to start the engine and let it idle while tapping the FPR with a soft mallet to dislodge any small particles in the FPR... Ron
