All OG9-3's have 2.0L turbo, except for Viggen in later model years, which has the 2.3L turbo.
The 1999 9-3 has the more reliable engine than the later model years' engine with lighter piston heads (shortened piston skirts). While all engines can have sludge problem if not oil changed regularly, the 1999 model is much less likely to have sludge problem, given that before 2006 or so people often used regular dyno oil or semi-synthetic instead of full synthetic oil.
Most 1999 9-3's have the 185hp engine. The 210hp engine was only available on Manual Transmission SE. SE with automatic transmission has the same 185hp engine as the regular 9-3. SE's have automatic digital climate control whereas the regulars have the mechanical knobs and the button for explicitly controlling compressor engagement. All SE's have power seats whereas the regulars have manual seats. All models are usually equipped with leather seats in the US. SE has the wood panel on the dash as standard equipment, whereas the regular had that as a dealer installed $300 option (many therefore did not have the wood).
