So of course this happened while the wife was driving home but the story is that she was driving and the dash lights started dimming on-off, the engine started dying in synch with the dash issues, she smelled something burning so she pulled into a parking lot.
Put car into reverse, turned ignition off, engine shut down, pulled key out, pulled foot off clutch (why she doesn't shut it off in neutral then put it in reverse is bizarre to me) then engine started up again without key and in reverse.
She pressed clutch back in, put key back in, turned to ignition on, repeated the order above and engine started again with key out and in reverse.
Clutch pressed in, key back in, turned to ignition, trans in neutral, clutch in, key turned to off, engine shut down, clutch out and it stayed off.

I went to where car was parked, suspected poss ignition issue, sprayed ignition with pb blaster then electrical parts cleaner, inserted key then turned...

Nothing, no lights, no clicks, nothing.

Hooked up running car with jumper cables to running car and as soon as connected, a whirring fan-like sound was coming from engine area. Sat in car and turned key and dash lights came on but no clicks or cranking. Stepped outside car and whirring sound still going. Disconnected jumper cables and whirring stopped. Smell of burnt electrical present.

Had car towed car home.

Ignition switch? Starter solenoid?

If anyone has any ideas or suggestions, I would appreciate it, this is my transpo to work, budget is pretty tight, can't afford to have a shop take a look at it, had to call in sick to try to fix it, car is my driveway in 14 degree Wisconsin weather but fortunately, my dog did not eat my homework and I still have a wife... for now.
