No Crank -- Gauges go crazy

1998 SAAB 900SE -- Don't know how to proceed . . . any ideas appreciated.
We've been adding parts, trying to determine what's wrong without the large tow bill and shop fees, but starting to run out of time-- need to get car out of garage.
When trying to start: no crank and the tach / speedo surge crazy in the on position. Headlights remain bright.
Here's what we've changed: new starter; new CPS; new positive battery lead; new ignition switch; ABS ECU rebuild, checked good; new starter relay; checked grounds. Tried procedure to isolate (remove) alarm unit by jumping.
Ideas? Help?
