Front passenger window only goes down 1 or 2 inches

1995 900SE Convertible. When I try to put the passenger window down it will only go down an inch or two and then stops. It goes back up fine. The window went up and down fine before this problem started.
I pulled the door panel so I could take a look inside to see if the rollers were bad since that seems to be a common problem. As far as I can tell the rollers look fine. Watching the window go down with the panel off it seems like something is jamming it at the point it stops and then the door pushes deflects out a little where the motor is like something that is supposed to move isn't.
The only thing I found out of the ordinary was a white nylon disc about the size of a quarter sitting inside the bottom of the door. The disc has a hole in the middle with three short tabs and three longer tabs sticking up. The disc is mounted on a six sided metal nut with shaft going up through the disc. There is a threaded hole in the middle of the shaft. I think there is a good chance that this is the problem but I cant really take a look at the lift mechanism without drilling the pop rivits. I will do that if I need to but before I do that does anybody have any idea where this part belongs?
