No, you shouldn't need anywhere near that much throttle. I don't have the gear ratios at my fingertips, but usually reverse and first are pretty close. 2500-3000 would mean lots of clutch slippage. You should be able to roll the car out just off idle. Same thing from a stop light.
I've noticed a similar thing on my '95 SET (trionic-5, yours might be -7) if I start to pull out immediately after starting the car. If I wait 5-10 seconds, at least until "check ok" goes out on the SID, then things seem to be ok.
