That semi-cylindrical cover is part of the motor assembly. There's a small 15 torx screw near the fire wall. The other side is held in by an arrangement similar to the fuel filter bracket.
Remove that screw and the motor should come out. Easier said then done, though. I tried to remove mine for cleaning but could not, the screw is rusted in place and easily strips. Since my motor is working fine, I just left it in place.
