Well, it has to be CARB approved which still include most coffee can style catalytic converters where the manufacturer of the cat have "paid the piper" to get the CARB approval stamp on the cat.
So ones again it is a law that doesn't do much to raise the quality of things but to add permit fees to someones coffer.
The smog station is suppose to look for that CARB number on the cat when they do the test. If they do it or not, that's up to each smog technician.
