Really? Aero bumper cover is the same as the Viggen?

I've seen lots of posts on here of people complaining about the high cost of Viggen bumper cover replacements. And I've seen several posts about 9-3 guys/gals wanting to install a Viggen bumper cover for its more aggressive looks.
So, if its the same, I won't need any further bits from an Aero to make it work?
I'm assuming that whatever holds my bumper cover on is torn on the bumper cover side of things, and not the mounting points themselves. Is that usually the way it goes?
