most cars with turbo do NOT have this base and max boost system like Saab. Usually they either run constant pressures or have a slight overboost function (+0.2 0.3 bar). Then again, 9.2:1 is a high compression ratio for a turbo engine.
However, it is my opinion that Saab utilize this system of really low base boost with subsequent solenoid control for two reasons. One of them is knock prevention. It has been proven that Abbott upgrades with the high wastegate setting do not blow up cars. Yes, safety IS compromised relative to stock, but I wouldn't say that the risks are too high.
The second reason for this setup is in my opinion more fundamental.
It has to do with the marketability of the automobile. Torque steer is present even with conservative 1st and 2nd gear boost. If full boost was applied, the car would be less drivable and the press critics would go crazy.
I mean, imagine what would happen if some ignorant fellow went and bought a 200hp Saab and decided to drive off the first day stomping on the gas with a fat cigar in one hand and two fingers holding the steering wheel...
Conservative base boost is a good way to keep this "problem" under control.
As far as Abbott being ignorant.. I haven't met them, but I really don't think commenting on that one is worth the effort.
P.S. I am unfortunately not having your FAQ translated into english, but you can do it yourself if you so wish. If you don't know where to go, I'm sure either the Department of foreign affairs in Sweden or the British embassy can help you out.
