Yeah the vibrations are related to the 9-5, not the 900.
I believe it has something to do with the different power steering pumps used between the 900/9-3 model and the 9-5 or how the pipes are routed or the steering rack design.
All 9-5 from a certain VIN in 04 have the short belt from factory and they don't really seem to have a problem.
And the 9-3 99-03 never had a long belt ever and doesn't seem to have any vibration problems.
You can leave the middle pulley in there, it won't make a difference except in an emergency situation when you are out on the road and the belt fail and you are stuck at a shop that does not know about the "short belt" conversion and can only find the proper long belt. Than you are glad that you left the pulley in place.
