Hello,
You should be fine removing the radio in your 99 9-3. That is the first year without a security code you need to enter on the radio. The radio still has theft protection but it done by marrying/divorcing the radio to the car with the tech 2.
If you would ever need a radio from another car it need to be divorced from the car it came from. This is done with the tech 2 when it is installed in the car. If it is not divorced you need the vin from that car as well as a tech 2 to change the vin in the car to divorce the radio. Then they change the cars vin back to the proper one and they can marry the used radio to the car. No polygamy with saab radio's.
