P1640 Input High Voltage: Main Fuse, ECU or short?

2002 9-3 Viggen 2.3L 120K
I had a P1640 code tripped a few months ago. After doing some reading I found a "fix" that involved removing the lower interior dashboard panel, and swapping the main fuse (a standard gray 12V Bosch relay) with a spare. This worked but the issue recurred at start-up for a few days. I came to find that I didn't need to swap relays, but instead needed only to unplug the relay & clear the code. After about 3 days, the issue stopped recurring.
Fast forward about 5 months to yesterday and I find the car is cranking for about 10 seconds before it starts. It starts just fine 3 more times during the day & night. This morning, as I am trying to start the car I get an error code. I check and it's P1640 again. I try my old trick again but this time the code keeps coming back at each attempt to start and she won't fire.
Where do I go next? If there is an electrical short somewhere, how do I find it? Some other posts fault the ECU itself. Is this the likely source? Thanks in advance for your suggestions!
