Gas Mileage

We have a '97 900 set, automatic, and it has the trip computer, which displays mileage. Typical mileage is 18.5-19mpg city, and 27-28mpg highway. Recently, a few quick tests in the city have gotten even worse mileage, around 17 or so. I thought my wife was just driving like a nut ( it's her car ) until i tried it too-and got the same mileage! And this was fairly conservative driving, albeit stop-and-go. There are not long tests though, and could be isolated data points, so i had ignored them...
HOWEVER, i just got a bmw 328--2.8L five-speed same weight car, actually a tad heavier. I have been getting 25 city and close to 35 highway! How am i getting 7 better city mileage and 8 better on the highway with a slightly heavier car with 2 more cyls and .8 liters more displacement? Is the five-speed the whole difference? Is the fact that i drive at high altitudes the issue?
This made me wonder: Is our '900 having some problem--is this mileage just too low?
One thing that may be helping in the 328, aside from the five-speed is that there is an instantaneous fuel mileage meter, so I am aware of what the bad gas consuming habits are. And I tend to short-shift with the five-speed and just pass in fifth on the highway. But when highway cruising, it should not matter by 8mpg, right?
