Air distribution box seems to be a pretty common failure, the flaps or doors that should actuate bind up. The motor itself isn't probably the issue, which is why you hear some buzzing. Search the board for 'dash vent,' 'air distribution' and follow some of those posters and threads, but I'm not sure anyone has found a reliable fix.
FWIW, I had given up on ever getting air through the dash when I decided to replace my chirping blower fan motor and the cabin air filter, both of which sit on top of the air distribution unit. While the motor was out, i wiped down the dirty surfaces under it with a wet rag. When I put it all back together, vent selection was magically restored (praise the gods of Valhalla). I don't recall doing anything other than reaching down into the intake as far as my hand would go, so maybe something just needed to be cleaned off or nudged a bit. My filter was really gross, but I don't think improved flow with the new filter would affect the air distribution.
That's maybe 3 hours of work, vs. getting to the air distribution box from the cabin, which is very involved (and the box is no longer available new, and a used is probably no better than your current). If you do this blower fan exploratory, you want to run/test the fan every few steps while putting everything back together to make sure the fan blades are not rubbing the housing before you close up the patient. Even though the fan housing and screws line up, you may need to nudge/tap the housing a bit as you tighten the screws, and over tightening screws can also pull the housing too close to the blades to prevent the rubbing.
