Yes the rod can be adjusted to the brake pedal. Unfortunately the easiest way todo that is to removed the brake booster.
Most likely the brakes need bled. Depending what they removed to access the booster the master cylinder and or the abs hydraulic unit may have air in them. Both can be a little tricky to get all the air out of them. Good Luck, Bernie
