to build up low spots on block deck (see 1st bullet in link). Saab's epoxy method is 6th bullet in link. Filing and sanding using a block probably is OK as long as you don't have an engine with MLS headgasket, which needs smoother surface than composition gaskets. A machine shop could advise if feasible to machine the deck in order to level the oil feed hole with rest of deck. Or you could find another short block on internet to use with your cylinder head or another complete engine.
