Can you cut the rotors or must they be replaced

I just bought a 95 Saab 900 covertible from CarMax and I took the car to Saab for a checkup. They found about $1500 in items needing repair. One of those items is new front pads and rotors at $670 - the front brakes squeal excessively because CarMax just threw on a pair of aftermarket pads and did not do anything to the rotors.
I about passed out when I heard the cost from the dealer to replace the pads & rotors. I am taking the car back to CarMax for review on Monday and am demanding they do something with the brakes but tell me:
Can the rotors be cut on these cars or do they need to be replaced.
Also, moving forward is my dealer nuts or what asking $670 to replace front pads & rotors. Damn, my Mercedes C220 "only" costed about $400 to have front pads and rotors replaced - and I passed out over this.
More importantly, is repairing the Saab mega expensive??
Thanks for everyones input!
