What I've always done is to turn the key to run, wait about 1-2 seconds, then crank the engine. This lets the fuel pump prime the fuel rail. There are check valves near the fuel pump inside the lines that are supposed to keep fuel in the lines so you don't *need* to wait like I do, but I've found that the check valves fail so you need to prime the rail anyway. My mechanic replaced my check valves a few months ago when my fuel pump died, but I STILL have to prime the rail...so either he didn't replace the check valves (but I believe him when he said that he did) or that's just how you have to start the car.
You're correct; you can replace a red DIC with black, but cannot replace a black DIC with red.
