The radiator fan comes on when the a/c is running even if the engine temp is cold, that might be what you are seeing.
It sounds like what you are describing is the "hooter" valve, or turbo bypass valve, which can make a whistling noise when it opens. Perhaps it's not holding the pressure under full boost and opening.
Hmm, maybe what you are seeing is the difference between the dome light and map lights? Dome light is controlled by the large 3 position switch on/off/door, where the map lights are simple on/off switch. Do the dome lights come on when you open the passenger door? Maybe the door switch on the driver door is not working. Scanning over the WIS it does suggest the dome lights should work for 30 seconds after a door is unlocked or opened when in door mode (0).
Sounds like the plug in the back of the head unit might be loose or the head unit itself has issues. Dash speakers are driven directly from the head unit, where the door speaker are powered by an amp in the passenger kick panel. Door speakers have a different plug in the back of the head unit which would make me think head unit. Assuming of course that the stereo is still stock. I'm running separates in my '99 so the dash and door come from the same signal.
