Everything rubber or plastic in an engine will ultimately fail, so yeah, you do have to replace all of these components periodically.
Keep in mind that system is closed - the vent on the oil filer and the vent on the valve cover are directly connected to the low side of the turbo (via the oil separator). If that path is obstructed, pressure will build up in the crank case. Check the hoses for obstruction, check the check valves for proper function, check the oil separator for obstruction. If there is a clear path here, and assuming the oil is not overfull (preventing proper draining of the oil separator and proper venting at the oil filler), and you're still getting positive crankcase pressure, the likely culprit is blowby - the side effect of a worn engine. You'd need to do a leakdown test to check for that.
