Probably not but it's an interesting challenge. I suppose what you have now may be adequate if you can figure out how to put a permanent ridge on the end to keep the hose on. JB Weld plastic weld is strong but you have little contact area when joining a thin tube. Could be joined with Fernco coupling or a metal shear ring after gluing. The only other way I can think of is using a piece of PVC or similar to either join the two pieces, or a single piece joined to the radiator in place of the piece which broke off. The piece below is a 1 1/2" sink tailpiece. The lip with clamp could keep the hose on. But it needs to fit just right. And with PVC, I guess max temp is 140F so that's out. Tough one. Good luck.
