Maybe someone added a check valve? The service manual for a 1995 (assuming what you have from previous posts) shows no check valve in-line with the purge valve (image attached).
Is this a turbo-charged engine? Adding check valves to vacuum lines on a forced induction intake can prevent high pressure to reverse air flow to components. I checked my 1997 turbo and it has no check valve on the evap line. I imagine the purge valve would serve as a check valve.
