The orange "relay" (it's not really a relay, more of an electronic control module in a relay-sized package) is known for having bad solder joints and causing failures like yours. I've had two Saabs with bad ones, and both times it affected the high beams. You could try a used one, buy a new one, or if you're handy with a soldering iron, you can reflow the large joints where the pins meet the circuit board. That seems to be the most common point of failure.
