Hello,
There could be a blockage in the bleeder. Also often you need to try opening the bleeder and applying fluid pressure before you find the sweet spot were it will reverse bleed. it is usually much looser than you think and a little will come out around the threads. So don't think of it like a brake bleeder were you turn it a half turn and your fine. Sometimes it can be almost 2 threads loose were it will allow the fluid to go through. Were are you located?
