03 Convertible - hazards come on when car is off, sometimes on

My 03 Convertible sat in storage for two years, and the last 5 months of that was outside. Despite this, and having to replace the tires, the car fired up pretty well and ran good, but I immediately noticed the smell mustiness and moisture like water had gotten in. And then the problems started.
The first thing was the heater blower. I was just sitting with the engine idling, and the fan stopped. the ACC display showed it was supposed to be on, and when I hit the manual up buttons to the top it still didn't work. Checked fuses and they were fine. Did the reset/recalibrate thing, still no go.
The second issue, which is really odd - while I was opening the top, the horn started to blare continuously. Turning the car on and off didn't stop it and I had to pull the fuse. It was then that I noticed that the hazards were flashing even though the button wasn't pressed. Turning the car on and off didn't fix this either. I notice that while this was happening, that little red light in the middle of the Onstar button was red. I don't know if I noticed that before, but I swear it was always just green?
So after waiting an hour to see if the flashing would stop after turning the car off, I started pulling fuses, and when I pulled #35 out the flashing finally stopped.
I feel like these two problems aren't directly related, other than I'm guessing a lot of moisture getting into the car for a long time was a big factor, but where to start?
