I had the same problem, went through 2 cluch cables in a year. The second time I had the dealer look at the cluch, why it was so hard to depress, leading to premature cluch cable failure (BTW, first failure was at 35000 Miles, second at around 41000)
He opened the whole thing, looked at it, didn't notice anything special except that my clutch was really at the end of its life (previous owner probably didn't know how to use it...), installed the new cluch kit and since then (almost a year later) my cluch is smooth, soft and overall way nicer to use.
You should not compare your clutch with the one in a model '98 or later. These cars have hydraulic clutches, yours is manual. I think the hydraulic one is smooth only when the engine is running, harder otherwise, like your brakes (Can anybody confirm? Is there any pressurisation help from the engine for the clutch? I know there is nothing of the sort in my '72 Peugeot 504 Coupe, but this was probably one of the first generation hydraulic clutch, and believe me, a bitch to purge!...)
Moral of the story? If your clutch is hard, bite the bullet and invest in a clutch plate...
