The dealer should check the CE light codes for you, they'll have access to more details in the codes. It could be a loose connection with either the throttle position sensor or the Idle Air Control valve also, or either could be dying.
My car has had a problem with high idle also, although I wouldn't call it a surge since the rise and fall occurs over minutes, not seconds.
Another thought came to mind, is this surge related to operation of the a/c? I notice a mild surge and stumble whenver the a/c on my car cycles on and off. It's mildly annoying on the road, but very annoying in first gear in parking lots.
