If the toe in is too much, steering can feel heavy. One good chuck hole can do it.
Jack up each wheel, with wheel off the ground, feel the tie rod end joint as you shake the wheel from the rearmost tread. If there is play in the joint, that is part of the problem. If both tie rods are good, the wheel will feel like there is no movement, as the other wheel is on the ground. If you have an automatic trany, the steering wheel must be un-locked.
You rubber bushings are probably pooped out. Mine were at 110000 miles when I had the Viggen rescue kit installed. After that my steering was WOW!
Yes the VRK is expensive, but the OEM parts are not for free. The labor is expensive to replace the bushings either way.
If the lower ball joint is bad, the lower control arm needs to be replaced. If you went that way, you would be getting a the new ball joint and the two rubber bushings all in one part. This avoid a significant chunk of labor for pressing out old bushings and installing the new.
If the strut top bearing is breaking dowm, the top of the strut can squirm and cause steering stability problems and clunking etc.
What model year?
Are you aware of the steering rack bushing issue from 95.5- model year?
The steering rack is probably not at fault, but possible.
At 130000 miles, it is time for some serious money to keep the Saab going. Count on 1000 to 2000 in repairs per year.
