'95 convert thinks latches are locked when not?

Hi, I'm looking to purchase a '95 900 Convert. When the top is up and you push the switch to lower it, there are no noises whatsoever - the display simply beeps and reads "Check latches" even though the latches are released. Push the front of the top up a bit and it leaps into action. Same thing as the top comes down - you must hold the front edge a couple of inches above the windshield or the same "Check latches" warning beeps and the top stops before the rear portion has come down.
