Could be just bad washer check valves. If that's the case then they are easy to repair or replace.
Open hood. On the back edge of the hood (ie towards cowl) you should see some small black hoses going into what looks like little plastic couplers. Those things are your check valves. Pull the hose off of the check valve nearest the driver side of the car. That would be hose snaking back towards the pump/resevoir. Have somebody turn on the windshield wiper and washer. If cleaning fluid squirts out the hose then the problem lies with the check valves. If nothing comes out I would suspect the pump.
You can do a search on this site for "windshield washer check valve".
There are detailed instructions on how to inexpensively repair the valve using a surgical latex glove. It's a quick and easy repair.
