Bummer about the hit and run...
Dealers sell little cans of touch up paint that will match your color perfectly. Developing the right "technique" takes some trial and error but if it's just a temporary repair then go for it...
As for the bumper cover, yes, they will come off when hit, which might indicate that the backing material is damaged. It's probably best to remove the entire bumper cover to check the styrofoam and metal supports behind it. The cover can be snapped back on using some force (study the tabs) and then the edges can be bent back into place around the sides. The biggest PITA are the clips that hold the chrome strips... oh, and the slots on the side that the cover "slides" into... You'll know what I mean when you have it all apart.
