It's probably not wired in the Euro-spec models. There's a bunch of market-specific stuff done in the factory...for example, the EXH light does work (dunno what market) in the NG as a 'pyro idiot light' to warn of exhaust overheating. I think they moved this all to Tech2 later on because it's easier to flash the computer than keep x number of wiring permutations on the factory lines.
My upshift light burned out about 55,000 miles ago, so I guess I lucked out! My 82 and 86 Jettas both had the lights, but they were easy to defeat because they were vacuum-operated, not ECU. (They also had one LED for both directionals...not all automotive quirks belong to Saab!)
