I think what your all talking about is the Purge Valve. This is the valve that allows and controls the fuel vapers from your Evaperative Emission Canister to enter the intake manifold so they can be burned by your engine. Yes it is noisy but there is nothing wrong with it. The ticking noise is the cycling of the valve. It sounds like it is in the right dash but it is actually mounted in the engine compartment. It will be located on the right strut tower and has an electical connection on it and 2 hoses one going to the base of the throttle body and one going into the fender. You can feel it cycle when it is being operated by the cars computer. If you play with the position of the hoses some you can sometimes lesson the ticking noise.
