I have the same feeling about my brakes ('96 900S). Upon inspection, both rear inboard pads are not working during braking (inboard pads are twice the thickness of the outboard ones). This must have been like this since before I bought the car last Oct, so I have nothing to compare it to re. braking effort. I gather that this may be a siezed piston (=new caliper), or more frequently is due to the inner pads simply sticking due to crud/rust accumulation. I have ordered new pads and rear rotors and will have a go at this soon. The answer I gather is to make sure that everything is well lubricated when you put it back together and an annual inspection for uneven pad wear probably wouldn't hurt either.
