You obviously caught this gentleman trying to pull a fast one. Had he given you a written estimate as you asked, you may well have been inclined to say, "okay, do the work, I just wanted it in writing" but his own guilty conscience wouldn't allow him to rip you off, or perhaps he did not know what he was talking about and was afraid to put it in writing, or perhaps, with your written estimate, another indie/dealer would say "your hoses aren't bad, that's nonsense" Either way, you did the right thing, and there's no hurry since your hoses arent' leaking at all.
I think (although am not 100% sure) that the alldata times are what someone would charge to do the work, so if the time is 1/2 hour, and it takes 15 minutes, the mechanic makes an additional 15 minute fee. SO there is no need to add to them, except to pad the bill = pure profit. The times I gave you were similar/close to the alldata times. replacing hoses is a quick, simple task, and hoses are cheap. Once your radiator is drained (5 minutes) then each hose would really take about 5-10 minutes each for an experienced mechanic, there are only two clamps (screw on, screw off) for each hose.
