The rear fog light marks the left rear of your car, while not confusing other drivers that you are resting your foot on the brake peddle. In heavy fog (only a few feet of visibility) the normal rear lights are not bright enough to be seen. I have not had a reason to use them in Texas, but when I lived in Germany, there were a few times that you could barely see the lines on the road. They bright rear fog light gave me a little warmth in knowing that others could see me a bit better. Knowing that it is the left rear is also useful, because people would pull over to the side of the road, so I was able to tell that they were not directly in front of me. Two lights would do the same, but two are not necessary.
