79F sounds too low. The numbers I remember are 29C and 36C (the changed the thermostat in during the 1997 model year). That would come out to 84F and 97F. If the ambient temperature was anywhere near either of those, you wouldn't be using the seat heater. Under the seat, near the front there is a large connector with two contacts in it. There should be 1.5 ohms between the two of them. The smaller connecter is for the thermostat. I assume, though I've never measured it, that it's normally closed and opens at the set temperature. So it should be a low resistance under the conditions that should allow the seat heater to turn on.

You can also check for a voltage going to the large connecter when you have the seat heater button pressed in. Usually the problem is in the element in the seat, but you never know.
