My take is that I never put just new pads on old rotors.
The reason for this is that the rotors always wear unevenly (especially with Saab original pads).
The rotors are always hollowed out toward the center of brake surface.

What this means is that when you install new pads (with a flat surface), only the outer and inner edge of the new pad is going to touch the rotor, leaving you with about 10-20% of braking surface to begin with. Whereafter you drive the car, the pads are slowly going to wear into the shape of the rotor giving you more and more braking surface to rely on.

This way of doing it makes the rotor heat up in an unnatural way and can actually warp the rotor more easily.

If the rotor have enough material left to be resurfaced, I do that and that gives me a perfectly flat surface for the new pad to start working on, and 100% of braking force from get go.

I don't know why anyone would feel comfortable with to only have about 10% of braking surface after a brake job.
