Don't think is the regulator. Your engine will not run correctly after starting if the regulator is faulty. Also if you fuel filter was restricting the flow again your engine will not run correctly after starting. The fuel filter is rather large, it is possible that the filter in combination with the fuel pump allowing the fuel to get back to the tank to cause the hard starting because it takes a while for it to build up the pressure when you cranck the engine. Your old clogged up filter may not have allowed the fuel to return to the tank so easily and thats why was working better perhaps. I have the same problem with my car.
It starts easily when the temperature is quite low below <0C.
It start easily when the car is warm.
It can take up to 5 seconds of cranking if the temperature is 10C or above and the engine is cold or half cold. I am not doing anything at the moment to fix this problem but if you find a solution let us know.
