You need to know if the system is boost capable. Remove the hose at the waste gate actuator an make sure that it can't contact the exhaust and burn.

With the engine warmed up drive with a very light trottle to a straight section of road and go to second gear and try it out cautiously. The boost should go up to around 40% through the red and power will be scarey huge. Then replace the hose.

If you hear knocking, get off the throttle and replace the hose. Check the plugs. They should be MGK BCPR6ES-11s gapped to .035. 7ES will do as well. If there is knocking the ECU may be keeping you off of boost because something else is very wrong. You also need clean injectors. Techron Concentrate recommended in any case.

At around 40% indicated boost you will get a suggen cut of power as the ECU stops firing the fuel injectors. That is a fuel cut and it feels very shocking at first. The ECU restores things as soon as the pressure drops.

If you don't get boost:

There is leak in the system. Hissing? A turbo pipe or hose is open. Check the rubber couplings and clamps. Remove the grill and look for damage to the intercooler tubes or plastic end tanks. Perhaps the turbo waste gate is binding and stuck open. With a cold engine grab the lever and feel how it moves etc. Remove the plastic cover at the throttle body and check the clamps at the large coupling and 4 clamps at the larger hoses connected to the TB for the IAC.

If trial run produced boost, the boost contol mechanism is not working. Most likely a bad BPC. A MBC will be a cheaper fix. Did you purchase as is?
